China State and China Overseas have been paying much attention in environmental protection that requires the management system to be more holistic. The Company has made great effort to integrate the environmental protection into the Company's overall management system, incorporating with progress, quality, safety, security and cost.


To fulfill this aim, China State and China Overseas have established ISO 14001 EMS since 1997 and were awarded with five ISO 14001 certificates by Hong Kong Quality Assurance Agency (HKQAA) since 1998. China State is the first company in construction industry to be awarded with ISO 14001 certificates in Hong Kong. Up to date, environmental performance and the image of the Company have been greatly improved.

 
The Company has followed ISO 14001:1996 to establish, implement and maintain an EMS. "Environmental Management Manual" has outlined the EMS as shown below:
 
 
The organization chart of Company's environmental management is shown in the following figure.
 
 
Environmental Protection Committee is a multi-departmental organization which is responsible for:
  • establishing the Company's environmental objectives and targets;
  • establishing and implementing the Company's environmental protection measures and;
  • reviewing the Company's EMS regularly.
President appointed Environmental Manager as a specific management representative. Environmental Manager is authorized to establish, implement and monitor the EMS for:

  • ensuring that EMS requirements are established, implemented and maintained in accordance with ISO 14001;
  • reporting on the performance of the EMS to senior management for review and as a basis for improvement of the EMS.
Authorized by Environmental Protection Committee, Environmental Working Group is a multi-departmental working group. Major duties of the working group include:

  • assist Environmental Protection Committee in implementing the Company's environmental protection measures;
  • co-ordinate and monitor the environmental works of Units, as well as suggest relevant actions and measures.
Authorized by Environmental Protection Committee, EMS Internal Audit Working Group is a working group responsible for EMS internal audit. Major duties include:

  • assist Environmental Manager in preparing EMS internal audit plan;
  • assist and lead EMS internal auditors to conduct EMS internal audit, and suggest relevant action accordingly.
